Vehicles are the easy part. The expensive blind spot is everything that travels with them: tools, pallets, totes, cases, attachments. Bluetooth tags are cheap enough to put on all of it. Your own vehicles read them as they pass, and when a tag travels beyond your fleet, a global gateway network and satellites keep hearing it.
The tag broadcasts. Something always hears it.
This is the part that makes beacon tracking affordable. The tags do not have GPS and do not talk to a cell network. They broadcast, and whatever is in range listens.

This is what changed the economics of small asset tracking. Bluetooth tags used to go dark the moment they left your building or your truck. Now the same tag can be picked up by your own fleet, by a global gateway network, or by satellite, with no GPS chip, no SIM card and no carrier fee on the asset.
